Top of airspace point outs for tower traffic count?

Does anybody get traffic count for aircraft flying through 1 foot above the top of their airspace ? Technically it’s outside the airspace but does require separation services during the overflight?

If you airspace goes up to 1999 can you count an over flight at 2000? Does anyone work in a similar environment.

It probably depends what type of airspace is involved. If it’s a foot over a Class D I can’t imagine you would get an overflight count because there are no separation services provided to VFR aircraft in the D.

This is how TEB went from a Level 7 to a 9.
The EWR ILS22L goes about 300-400 feet into TEB airspace. It’s a legit count

Not used very often (only on solid IFR east winds), but in addition to the EWR ILS22L/R TEB also gets to count all the LGA ILS13 traffic, as those fly directly overhead at 2000 (they own up to 2400).
 
HPN is a Delta owns sfc-2999. LGA arrivals at 3000. No count. Sometimes stops departures at 2 for sep doesn't matter.
Not quite the same situation as TEB, where those arrivals do descend several hundred feet through their airspace.

No separation services are provided to VFR aircraft in Class D airspace. What would you be getting a count for? You could have a VFR 172 at 2995’ and since you’re not providing separation reference that IFR at 3000, you’re not getting a count. We get paid to separate aircraft. You won’t get a count when you’re not separating aircraft. Easy as that.

Does N90 point out every arrival that passes through TEB D or is that covered by an LOA? Or something different?

I never said it was incorrect the OP asked if anyone gets count with 1 foot above the airspace. Pretty simple
 
Same with FRG, on 22s JFK arrivals can go into FRG Delta to 2000 midfield and north basically with the LOA and LTA is out for pilots notifying them.
