Special Salary Rate (SSR) Increase
On 11 Feb 22, CSAF signed a funding assurance letter for a 10% increase to the 2152 SSR tables. The USAF SSR increase package was accepted by Defense Civilian Personnel Advisory Service (DCPAS) on 1 Aug. Shortly after submission, DCPAS strongly recommended the exclusion of PACAF from this request due to other incentives currently received by the command. SSR Tables apply DoD-wide, so DCPAS invited USA/USN to piggyback on USAF’s effort. USN endorsed almost immediately, but USA has not provided full endorsement. DCPAS submitted the request package to OPM on 5 Dec without full USA participation.
The USAF has been advised to expect approximately 90 days for OPM decision/approval followed by a one/two pay period delay before the SSR increase becomes effective. Barring any setbacks, changes to paychecks may be effective end of March 2023. This has been a years-long effort pursued by the 2152 community. Wheels turn slowly outside of Operations but the Operations Career Field Team and Senior Operations leaders are committed to seeing this initiative across the finish line.

Does this mean that since the SSR tables are DOD wide, that regardless of the USA lack of action they will still receive the increase or will that make a split table where one agency will receive less than the others?
 
Not sure but suspect that if the Army does not get in on the increase, there will likely be different SSR tables depending on service (USAF/USN tables and USA tables). If you scroll to the bottom of the SSR table, you see the Agency/Sub-element category.

My question is this: It was stated that the "USA has not provided full endorsement [and it was] submitted...to OPM on 5 Dec without full USA participation." What does full endorsement/participation mean? Did the Army decline an increase to SSR tables for all of their facilities or for some of their facilities? I'd be interested in seeing how this particular baby was split.

And, if anyone is interested in ATC (2152) details for the USAF, here's a good place to start. You have to wade through the non-ATC mission critical occupations, though:

I work traffic/train people/ live in a high local area / and have to deal with a contract tower. Without OJTI pay at least this is something, granted I want to transfer to Germany or at least Cherry Point but lots of people need this raise as some form of compensation.
 
Is it because the Air Force guys aren’t there long enough to work it well?
There are DOD jobs across all branches, and some of those are controlled by solely DOD controllers with no active duty military controllers.

End of March and no increase. Wonder what kind of setback we encountered?
