The degree completion program is more narrowly focused and has more hoops to jump through for it. Making it a TAP is better overall, IMO.

No way. This is a big deal. There’s obvious questions cuz it was posted without context or names.
It’s also important to note that this is a promise that rich made to those 5 Zs. You can’t make such a promise and not deliver. So if you fail there’s an incentive to blame your opponents. And also holy ‘huge if true’

Meh, I get it. The workgroup was for 5 specific facilities and a one time agreement. Your goal should be to abide by the contract, not do special carve outs for certain places. I know they do special carve outs all the time (N90, I'm looking at you), but it breeds discontent among the membership.

It would help to know which five facilities it was though to know if Rich or the NEB fucked up

No inside info on this specific deal but I’ve heard Rich specifically mention ZAB, ZDV, ZHU, ZJX, and ZMA as deserving upgrades during a town hall.
