I’ll ask it in a way to help you along… are you in favor of an FAA policy that would make the controller workforce “look like America”? That is to say, a policy that would hire quotas to achieve a diverse workforce that represents the population of the United States based on gender and race. In favor of that? Yes or no.

No, and you and I both know that implementing quotas is illegal. However, I’ll give you an example. The NFL obviously had a problem when it had so few black head coaches in a league where the proportion of black players is very large as compared to the black population of America in general. And, as the pipeline to head coach overwhelmingly comes from being former players, it would only stand to reason that you’d see more black head coaches than you did. Thus, the Rooney Rule was implemented to ensure that they at least received consideration in the form of an interview. There was no quota in terms of the Rooney Rule mandating X% of the head coaches shall be minorities. It simply mandated that they at least be considered. The NFL still had owners leftover from the era when they wouldn’t even consider having a black QB.
