Correct. I’ll pocket as much as I can to restock savings, pay bills, whatever and the have a little extra taken out during the rest of the year.

If OPM can’t be bothered to give us an interpretation of whether or not excepted employees will be charged leave, I’ll go with my shutdown experience and 99 the next paycheck.
 
The 99 deductions thing won't work. I believe whatever department DOI, OPM or whoever caught on because of all 800k of us trying to make the change and now it won't go through.

I tried making a change and after a few days the pending notification went away and my exemption stayed the same.
 
I just went back and checked and it has me making the change in my history of actions but it no longer says pending action nor did it change as I requested.

I did it 4 days ago. Worked fine. I don't know why yours didn't go through, but it should have. It's not your employer's responsibility to police how many exemptions you claim. People have different tax burdens and it's you who will be on the hook to the IRS for underpaying income taxes, not them.

I'm well aware, I've been plus or minus 200 bucks at tax time the past four years. I use a federal tax calculator quarterly and make adjustments. I've used 99 deductions before but it's not going through.

A few others on the Furloughed government employees fb page are having the same issue as of yesterday or today.
 
I changed to 8, my usual on the 15th and it went through, did the 99 earlier today and it looks fine so far and effective as of the 25th. It might be just because of so many fed employees adopting 99 Guatemalan children that the system is backlogged

I do the same thing. Fuck that getting a big refund shit; I want my cash in real time. At various times I've had to adjust my W-4 from like 8-9 exemptions down to 0 with additional withholding in order to meet my tax burden.

I don't doubt they've removed the ability to do 99 based on the current situation. From some reading, most of us wouldn't see a big difference past 10 exemptions, so just try that. Make sure to change back to what the calculator says at a later time or you're going to owe a ton. I also read of people doing 99 and the IRS gets pissed and forces the employer to lock people in at 0. So much power.

True that man! I'd rather have it now to put it to work for me than uncle Sam holding on to it for me. Not a fan of the Gubmint savings plan.

Claiming 10 or more on your w4, your employer will have send it to IRS for review. Claiming 99 is good way to get audited and taken to court for tax evasion.

To the guys screaming about blood money for superbowl sunday-you're right. TSA would have a huge oppurtunity Fri/Sat/Sun to make the public aware of why the government needs to be open-sprinkle in tax returns opening up on the 29th-could really open the public's eyes.

They won't let that happen

Do you have a source for this actually happening? I know several people who do this regularly and have never had any problems. Not that I recommend doing it mind you.

Willfully false or fraudulent Form W-4
You may have to pay a penalty of $500 if both of the following apply.
  • You make statements or claim withholding allowances on your Form W-4 that reduce the amount of tax withheld.
  • You have no reasonable basis for those statements or allowances at the time you prepare your Form W-4.
There is also a criminal penalty for willfully supplying false or fraudulent information on your Form W-4 or for willfully failing to supply information that would increase the amount withheld. The penalty upon conviction can be either a fine of up to $1,000 or imprisonment for up to 1 year, or both.
These penalties will apply if you deliberately and knowingly falsify your Form W-4 in an attempt to reduce or eliminate the proper withholding of taxes. A simple error or an honest mistake won’t result in one of these penalties. For example, a person who has tried to figure the number of withholding allowances correctly, but claims seven when the proper number is six, won’t be charged a Form W-4 penalty. However, see chapter 4 for information on the penalty for underpaying your tax.
 
A reasonable basis would be "oh shit I've overpaid and I need to stop withholding fed tax asap"

Additionally if you do not setup and monitor your federal tax withholdings correctly and you don't not withhold 90 percent or more of what you owe the government you can be penalized.

"Underpayment Penalty
If you don’t pay enough tax, either through withholding or estimated tax payments, you may be subject to a penalty for underpayment. According to the IRS, you could owe a penalty if your total payments (from withholding and estimated tax) do not equal at least 90% of your tax liability for the year, or 100% of your prior year tax, whichever is less."

Although this year the number is different because of trumps new tax plan...
