I assume this path is similar to tower and enroute though where it’s FAA evaluators doing the grading and not the contract instructors. Also the normal RTF class consists of current tower certified controllers who already have experience. I assume these classes are mostly off the street kids with little to no aviation experience at all. Still unusual that every single person has passed the class so farRTF instructors are also used to having pass/pass classes so I wonder if that plays a role in it. Like they don't feel the need to grade as strictly as the Tower or Enroute instructors.
But also RTF is super easy
