Why can't you be a controller again? And if you're not controlling planes, what are you doing?
Because the job duties are different there is no pathway to get back from Flight Service to Air Traffic. The only option is to quit the agency for a year and then reapply, depending on your experience before Flight Service either to an OTS bid or a prior experience bid.

Edit to add: This should have been in my first post, but I'm sorry Nfingers. It really sounds like you got boned by the FFA.
Long story short: The FAA is refusing to follow the NCEPT MOU with FSS (even though it covers us), a grievance doesn't resolve it, and NATCA doesn't care enough to push it. As MJ posted, look at my post history for more specifics.

Im just gonna go out on a limb and guess you were at JST. Going from JST to an 11 approach is doable but you have to have some natural abilities... But still, you came from JST and picked F11... Can you honestly say that you didn't get a little greedy and chased the money?

The FAA didn't do you any favors but that's the government, shit is a mess. Honestly it can be done but you have to have a great training program, trainers that care about you and again definitely some natural abilities.

I'm not going to get into which branch of military has the best controllers or whether CTI or OTS is better than military. I've seen garbage controllers from each walk of life. I'm just saying you ranking F11 was definitely not a smart choice. I'm not trying to be a dick and your situation is unfortunate... Good luck to you.

Not taking it as you being a dick. Although not sure what the purpose of bashing something that isn't changeable. Anyways you clearly know it's Johnstown. Sure I was greedy and chased money, but I also did my research. I talked to one off the street military in training and 2 CPC's at F11 along with the overwhelming amount of people here who agreed that it was best for my career. Hindsight is 20/20 for sure. Would I have done something different? Sure! Do I believe I have what it takes to make I at F11? Also sure. Would I want to? Not really. But again my post here is/was simply to be informational onna subject that not many people get to experience, and moreso for someone that training may not be going exactly how they planned.

It may not be changeable in your situation but for the next gal or guy that is a prior exp bid and hopefully reads this (that is why you posted this) maybe they'll think twice about what facility to pick.

Again your situation is very unfortunate. What I am about to say is not directed at you more so others that are coming into the agency via your path, IE prior experience bids (dod / ang/ ect). Don't play with your career. Go to the 7 or 8, cut your teeth, get the FAA experience and then move up. Once you get that first cert you're golden and the agency can't send you to FSS Alaska...

As a current TOL holder on a prior experience bid I appreciate this! Never thought that could be a possibility. 10 yrs experience, 5 CTOs between active duty military and 2152 DOD spots, I was really hoping for at least a lvl 10 or 2 on my list. After reading this nightmare, give me an 8 haha

Facility levels have a very low correlation to training success rate. Your level 8 up/down can be particularly hard for example as they are often just busy enough that they can be a shit show, but just slow enough that you don’t have lots of SIDS, STARS, templated structure. etc.... to make the traffic easier. Pick the place you want to live or if you are really worried about it do the research and go to a place with a 85%+ training success rate.
