A controller that works at ZFW works at a level 12 facility. A controller that works A80 is a level 12 controller. Terminal needs a minor league system in a way that en route doesn't.

It doesn’t. It needs local hiring and trainees at all levels. Then you should be able to transfer wherever there’s an opening. They got hired for the same job they should have to pay their dues and make half as much over their career

Agreed. You're better off going from the academy to a B airspace working air carriers than working at a podunk single runway level 5 for a decade and working 20 VFR airplanes a day on LC.
