What's the deal with SWAPS?

I have a controller who is willing to swap with me. Both facilities have close to 100% staffing. Swaps happen after NCEPT but I guess there weren't any approved this last round. What's the current status since there are no upcoming Panels, when would it happen? Thanks

Contract states: Approval will not be unreasonably denied nor will release dates be unreasonably delayed. The Parties recognize that mutual transfers under this Article are solely in the best interest of the employees and therefore employees will not be entitled to receive any PCS funds.

Right. I thought I knew the rules too but it seems there is no guarantee. So will we have to wait until the next NCEPT whenever that may be and then pray?
 
I feel like if there isn’t another panel for 6 months wouldn't that be a release date that is being unreasonably delayed?

Grieve it. I’d be curious to see what happens.

NCEPT has approval to ignore the contract, it’s like that old facility of preference thing that states if you were CPC for 8 years at your current facility you had priority to get out. That article was eliminated with NCEPT (not that it was ever really enforced anyway).
 
It is absolutely ridiculous to deny a swap when it is same facility level and type to same facility level and type.
 
So clarifying question. How many did the priority tool say your facility could loose, and did anyone get picked up as well as the same thing for the other person.

NCEPT has not eliminated Article 60. If you request A60 and it applies, you go to the top of the list. The National Release Policy MOU is what dictates release eligibility anywhere in the ATO. So you can't article 60 out of a red facility.

I don’t know man if that’s true they kept it a better secret then the Roswell alien landing and 99% of controllers don’t know about it. I thought I seen a paragraph in the NCEPT MOU officially eliminating Article 60 but I’m not totally sure.

The Collectove Bargaining Agreement is s secret?
 
Update on the Swap situation. ATM reached out and got this answer -
"The mutual swap request from _________ and ________ was not approved at the last NCEPT meeting on 9/30/19. Per NCEPT/ERR SOP Section 4.1.1, “The facilities involved in a mutual reassignment transfer request must meet the
minimum requirement of the National Release Policy for consideration.” The NCEPT PPT shows that ZSE is red or does not meet Category 1 or 2."

So I guess both facilities need to be able to release for swaps to be approved.
