I know nobody can speak to how the FAA decides things, but in the case of those individuals who got a BQ but didn't get a TOL, I wonder how much of that has to do with their resume like you suggested.
In other words, let's say two people get BQs: person A and person B. Let's say, person A has a bachelor's or master's degree and person B doesn't have a bachelor's degree but has three years of consecutive work experience instead. Since there are a limited number of TOLs to be given out, would you say the person with the less "refined resume" (in this case, person B) has a greater chance of being "passed over" than person A?
In the grand scheme of things, this stuff doesn't really matter. We just need to do the best we can on the ATSA and let the cards fall where they may, but since there's nothing else to talk about right now, why not speculate? lol
