That's pretty obviously answered. No releases in the last 3 years and still not eligible to release. Not sure about the advantage because it didn't apply to me.It’s so confusing to me. What’s a “zero NCEPT facility”?

• Facilities are evaluated against a Target Staffing Line (TSL), which gradually increases to 100% over 4.5 years.
• Mutual swaps are back.
Standard mutuals require both facilities to be at least 95% current and projected staffing.
Non-standard swaps require same facility type, no academy retraining, max 3 levels higher, and at least 2 years CPC at current facility.
If you transfer and fail certification, you generally return to your previous facility.

Tier 3 (≤75% projected staffing): $60,000
Tier 2 (>75% to ≤85%): $40,000
Tier 1 (>85% to ≤95%): $30,000
Incentives are split between acceptance and CPC certification.
