New NCEPT MOU

It’s so confusing to me. What’s a “zero NCEPT facility”?
And how is that advantageous or disadvantageous?
That's pretty obviously answered. No releases in the last 3 years and still not eligible to release. Not sure about the advantage because it didn't apply to me.

Someone with more time will summarize it soon probably.

HOW DO I APPLY THROUGH AVIATOR?!
 
There are big changes in this MOU. Here are some of the highlights:
ERRs stay active for 90 days, then must be resubmitted.
• Primary NCEPT is monthly.
• Secondary NCEPT begins 7 months after the first primary NCEPT. When it resumes it will be done quarterly. Secondary NCEPT releases will be capped at 10% of the releases from primary NCEPT.
• Current staffing and projected staffing are both used for release and selection decisions.
• Projected staffing includes anticipated certifications and losses.
• Transfer dates are generally 6–12 weeks after selection for primary.
• Facilities are evaluated against a Target Staffing Line (TSL), which gradually increases to 100% over 4.5 years.
• Mutual swaps are back.

Standard mutuals require both facilities to be at least 95% current and projected staffing.
Non-standard swaps require same facility type, no academy retraining, max 3 levels higher, and at least 2 years CPC at current facility.
If you transfer and fail certification, you generally return to your previous facility.
Transfer incentives:
Tier 3 (≤75% projected staffing): $60,000
Tier 2 (>75% to ≤85%): $40,000
Tier 1 (>85% to ≤95%): $30,000
Incentives are split between acceptance and CPC certification.
To keep incentive money, you generally must remain 12 months after transfer and 12 months after CPC certification.
Facilities that haven’t released anyone through NCEPT in the previous 3 years receive special Zero-NCEPT consideration.
FAA can limit selections based on training capacity.
The VP of Air Traffic Services retains authority to approve exceptions to the normal NCEPT rules.

What’s primary vs secondary NCEPT?
 
Been trying to go to D10 for 9 years.
My facility hasn’t released anyone EXCEPT for one person to be a temp supe 1.5 years ago.
Once again, I’m f*cked by the FAA

NATCA email says they’re doing a panel on June 25th.

What’s primary vs secondary NCEPT?
Primary- voluntary movement to facilities that don’t receive academy grads.
Secondary- general voluntary movement

Correct: tier 1, 2, and 3 facilities are outlined in the appendices.
 
I’ll put in a new application every day if that means I finally have a shot. As of yesterday I had no chance of leaving, as of today I have a small but possible ticket. They’re trying to get staffing at critical facilities for the economy and NAS. And swaps actually make sense now. I’ll take this any day over the old system
