Does anyone have information on the rollout plan for ABACUS?

Santa said in his election video that they have validated ABACUS at Atlanta center with 99% accuracy. So what facility is next? How long is the validation period? How many facilities need to be validated before being fully implemented?
 
Ill look for August and Septembers meeting minutes to see if anything more comes of it but so far the NEB Meeting Minutes:

July 11th:

ABACUS (Rich Santa, President) President Santa provided the NEB with an update regarding the status of ABACUS. Despite significance funding limitations, the group has developed a program that can count en route traffic. President Santa observed the initial program demonstration at Atlanta ARTCC which went exceptional well. The program will be tested at other en route facilities to validate its accuracy. The NEB discussed strategies as this software continues to be developed in order to address the ongoing concerns about pay settings for en route facilities


Prior to that, the only mention of ABACUS was October 12th/13th and it sounds as though the FAA was trying to stop it from being made:

The Agency initially wanted to suspend further software development due to budgetary concerns, but after discussions, the ABACUS team will work to find a path to continue development under an- financial constraints.
 
Better off making retirement plans then counting on ABACUS. Z traffic numbers that have been validated before ABACUS have been in litigation for decades.
 
“Budgetary concerns” AKA there will be hundreds possibly over a thousand controllers getting a pay bump and if some Z were to get downgraded a majority of the controllers would still be in the pay band.

“Budgetary concerns” means we don’t want to honor the fucking contract we signed and we think there’s nothing you can do about it.
 
Well the FAA didn't completely stop it, just seems that they tried. I'm guessing if they completely killed the program the next course is a legal battle in court for the FAA violating the agreement?
