Yeah I was on my phone earlier and it was a pain in the ass to open on the mobile browser. Just looked at all 12 of the attachments and it looks like December 2019 panel is not listed.

On the ranking lists, can managers only rank those who are eligible to be released or do they rank everyone who has in for that facility, regardless of release eligibility?

They only receive a list of people who can be released.

Not sure if it's true or not but I was told by someone that had access to the ranking list that it noted a CPC was unsuccessful at two prior facilities.
