Not necessarily. Mine was from the south and was on screen as a paired beacon \ when I took the hand off.

Real world, call and apreq with approach, cause one to go IAFDOF, stop the AC at a non-conflict altitude, plenty of ways to prevent collisions. Aero center way? Depends on what the LOA/SOP says that day.
 
There is a problem similar in the scenarios you run before evals, all you have to say is maintain (altitude) radar contact. Once the flight plan is in the r side will climv the aircraft when safe to do so. But you have to recognize the conflict.
 
Just use the template at the academy. It’s slightly slower but your rate for error is almost 0. If you blow the FP entry it will bog you down.
