Failing on first R side

Does anyone have experience with TRB/NEST as a radar failure? Looking for some advice.

They get sent to a tower of a lower level than the radar facility. There may be other factors which could affect this but I'm pretty sure it's just to a tower.

Expect a level 4-5 tower-only.

If you dont get any R sides you can expect level 4-5 VFR towers only. If you get an R side or two you will probably get some level 5,6,7 up/downs.
