IFR departure from uncontrolled airport

If you clear an acft to dept from an uncontrolled airport, how much airspace are you protecting around the field? If I have an adjacent airport nearby, say 9 miles away, is it legal to dept somebody off of it as long as the routes don't conflict? The rule at work is you gotta block 10 miles around the airport, but I can't find it written anywhere in the .65.
 
How can you guarantee the runway they come off of?

It's an uncontrolled airport. I don't care what runway they come off of. You're protecting airspace and at least where I'm at there are no crazy ODP's that would have the pilot doing anything other than just turning on course.

You just gave me flashbacks to training.
 
The answer to this question is to ask the supervisor who's going to watch you for certification and get their opinion. Whatever they say, do that during certification time.
