I figured we could make a thread for any NATCA / Slate Book / MOU questions / interpretations.


Our BWS MOU states that Dev Controllers/CPC-ITs who certify after PTL is bid will either remain on their same RDOs, choose from any open BWS lines, or move to a new float line.

Any impacts to previously approved leave will be handled according to the NATCA/FAA Contract dated July, 2016, as appropriate.

I haven't really been able to find anything in the Slate Book / Article 24 Annual Leave that guarantees that if someone gets new RDOs, then management should honor their previous RDOs when adjusting their leave. Can anyone point me in the right direction?

Late response:

article 24 and article 32 are entirely separate. What is guaranteed in the PTL bidding process isn’t set days but two 7 day periods. Let’s say you bid July 1st-7th RDO’s 1st/2nd. If your RDO’s change, management adjust your leave so that July 2nd-6th is now leave and 1st/7th is RDO. Still the same 7 protected days.

Next issue: Article 32 section 4 gives you the right to bid RDO’s once annually unless handled in accordance with Article 7 (mid term bargaining)

If someone certified, they shouldn’t be forced from their bid RDO’s. The Agency should go through the Article 46 process and declare a staffing imbalance.

How does article 46 apply to someone checking out? It doesn’t at all reference that situation. It only references a facility with multiple areas and an inter facility area imbalance.

If management declares an imbalance after the cert then you use A46. Simple. Identify the short crew and post for volunteers from everyone that wouldn’t need to be retrained. So whole facility or specific area if it’s a large facility. If no one volunteers then the most junior cpc gets forced. If that movement creates another imbalance then you identify the teams that are fat and solicite them for the new short crew. If no one volunteers then the most junior cpc in that group gets forced.

No that’s only to switch areas. And it’s a bonus not a raise. And you’ll lose more in premiums while your in training than you’ll get for a bonus

There are situations where it happens. For example, a limited amount of OJTs so devs end up on the same lines which overloads one side of the schedule when they start checking out.

Im general though, I agree. Unless you're losing someone, you got to do a lot of smooth brain shit to justify moving a new cpc.

Now a cpc with more seniority wants my rdos...maybe they shouldn't have checked out so fast.

Is the cpc asking to trade you for the remaining year?
Just tell them if they wanted your rdos they should have bid them.

Taking this at face value, I'd fight that.
CPCs shouldnt be convincing management of anything... that's the FacReps job.

Would be a bizarre dynamic for a CPC to go into an ATMs office to try to convince them to change someones RDOs. Doubly bizarre that an ATM would agree to it.

They’re not bidding your RDOs. Bidding is over. Management is attempting to allow them to take your RDOs from you. If it was a bid then everyone with more seniority starting at the top would have the option to take your rdos.

Go to your rep and get his fixed now. You can’t just steal someone’s rdos because they have more seniority. If that was the case someone could change their mind after bidding and just take anyone’s rdos with less seniority.

You bid your line and there’s no imbalance. That’s your bid line. Go tell that controller to stick it where the sun doesn’t shine.

We had this battle last year. A controller wanted to get off their 1600 that they had bid because a trainee certified on those RDOs and didn’t have a 1600. Controller still kept their 1600 after throwing a fit for days. End of the day it was their bid line and what they bid same as the trainee who certified.
