The only people Id expect to vote no to this (which so far its 7 yes 0 no) would be people that are at 12s already. Not sure when TCIP was implemented but a lot of new rules have come out since then to increase workload.

I honestly don't know what you change. I do think it's crazy that you can be one of the top ten busiest airports in the world and still only be an 11 (or an 8 if you're DVT). VFR towers should probably get a boost too, but there's really only like a dozen VFR towers that have a right to gripe about it. The rest of you are basically stealing from the government
