The real question is why do they keep adding ZOA to every placement list when they have so many trainees that they're backed up til next year?

I'm assuming almost all Z's have a backlog of ~ 6 months. You sit in a classroom or conference room and study maps and LOAs

The real question is why do they keep adding ZOA to every placement list when they have so many trainees that they're backed up til next year?

I'd bet its the same at half the Z's in the country. Hurry up and wait.

I'm guessing there wouldn't be so many badly staffed lower-level facilities, and CPCs who've been stuck would be able to leave and move up?

Pretty much! Might lower the amount of washouts those facilities get, but not by much.
