Yes, both Cat 2's are offered the chance to take a Cat 1 (90 days from the moment your facility turns Cat 1). If neither accepts (such as both their dates are already inside of 90 days) then the Cat 1 release will go to the person selected to the facility highest on the priority list.Scenario: 3 people just got picked up. 2 with a Cat 2 release and 1 with Cat 1 (3mo). They already have there dates set to leave. Say we go back up to Cat 1 release and neither of the Cat 2 guys want to leave earlier than the date agreed upon already, that Cat 1 release would then be offered to the highest priority selected this upcoming panel right? Right, but we couldn't be that bc our fac being a cat one would put us 2 or 3 controllers above nat avg....I didn't see that right off when re skimming through but it's not applicable to us with a target of 24 controllers. Yes and no. It's another instance where the actual wording doesn't match how they apply it.
