It depends. If their cert is processed before the lists then they’ll show as cpc. Either way they’ll be treated as cpc at the panel if they’re a cpc at the panel.

The regions point of contacts are on the NATCA NCEPT page. It doesn’t have their emails but you can either just call the number or just look up that contact in the FAA directory on my.faa.gov. That’s how I got my point of contacts email and they replied saying email was just fine for submitting. Maybe someone has a list of them all though but if not, that’s how to get any of their emails.
