They cannot. Over the years at every convention a certain group submits this request and every year it is voted down just like the one that requests military time count for NATCA Seniority.

yup which makess me think---ffa cant get enough stupes even with throwin large raises---they work out a deal with the NEB to convince the workforce to amend the constitution about losing seniority---big push goes out by national to urge the workforce to vote for the amendment in 2023---but what did national get in return---hmmmmmmmmmm
 
You can wear whatever tight Union Illuminati conspiratorational hat you want, but I've never seen anything to suggest the NEB encouraging its members to leave the bargaining unit behind and cross lines to the management track. The permanent seniority rules are effective and are there for a reason, and that's to prevent individuals from jumping from whichever situation suits them at the moment potentially at the expense of others. So you have to make your choice.
