How did TPA get a category 1 gain if they are well above the 90% threshold projected to target?

I honestly don't even know anything about it. Never heard of it so that would make sense. Does suck someone busting their ass at a high speed level 7-9 tower didn't get the opportunity.I am all for giving everyone a shot but MFD does NOTHING. I believe they are the slowest tower in the FAA.

Double check to see if they are requesting a new security clearance. I didn’t know anything about it bc the request was sent to my FAA email. I had to resubmit finger prints too. I thought one of the stipulations to be classified as a category 1 release is that the facility you are trying to ERR to (the gaining facility) has to be below 90% to target. So how did the person get released as cat 1 if Tampa is above that 90%?They are release categories not gain categories
