Yea I think some of your options are the only solutions. Which isn’t better than the original shift most likely. The shifts need covered one way or another. If it gets down to the very last person and they say "no, I decline to work an AWS" then in order to still make a rattler work for them, their mid has to be a hard midnight, according to what you said.
Do you think the agency will go to the 1400-2200 person and tell them that actually their first shift is going to be a 1500 for the entire year in order to provide coverage until the low seniority hard mid person shows up? And then adjust everyone else's schedule too, to account for that missing 1300-1500 coverage that was planned when the BWS was negotiated?
I suppose they could do that, but I'm not sure. I want to make sure I'm understanding what you're saying here.
Or I guess they could force the non-AWS person to do a reverse rattler. If you started your week on a 2200-0600 would that allow for a "mid-night"?
