Looks like ORD won’t be eligible without a deviation from the temp rules. Their projected column is 85.x%
 
So the places that are below 85% projected, and below 30% Trainee ratio are:
C90, D10, DFW, HCF, IAH, JFK, LGA, MIA, MSP, NCT, PHL, SFO, and SLC.

EDIT: MSP is Projected 85.0%
 
Average training time for facilities was also adjusted. Prior to now it was average training for people hired 2011-2015 (I think) and now it includes those hired in 2016. Once 90% of people hired in a specific year either certify/fail, they add those numbers to the placement tool.
 
MSP can hopefully deviate from the temp rules as there are a lot of retirements coming up. Without the temp crap they would get 3.

Why does PHL still show 0 on the ncept target if they are below the numbers?
