Guessing they offer cat 1s six months. They’re trying to offer everyone else from the last bid august 31st at the latest

While we adjust to the various staffing and training challenges of the Covid-19 pandemic, NATCA recognizes the importance of balancing employee movement with the overall staffing health of the NAS. Our goal is to keep the NCEPT process transparent, and we have worked with the Agency to make smart decisions on moving controllers from facilities that are higher staffed to those that are lower staffed.

The FAA has continued to hire, train candidates at the schoolhouse in OKC, and place them in ATC-7 and below facilities throughout the pandemic. Most of these facilities are now at target capacity. In order to create openings for future academy graduates and NEST placements, NCEPT has agreed to dedicate Round 2 on the February 16, 2022 panel to transferring employees from the ATC-7 and below facilities into the ATC-8/9 facilities utilizing the temporary MOU modifications published for this panel.

We have also agreed to return to our usual NCEPT panel schedule (four panels a year, one each quarter) to keep the movement pipeline open. NCEPT will continue to use real-time data to guide employee movement while the Covid-19 impacts are assessed prior to each panel.

February NCEPT temporary modifications

Facilities are either designated as “gaining” or “releasing” facilities for each round.

Facility Selection Cap
Selections for a single facility will not exceed the following Collaborative Resource Workgroup (CRWG) caps during this panel:
Min Max
  • Building greater than 300 CRWG 1 5
  • Building 200 – 299 CRWG 1 4
  • Building 100 – 199 CRWG 1 3
  • Building less than 100 CRWG 1 2
Round 1
  • Gaining facility must be below 85% current % CPC to target and below the National projected % to target* (ref. column AA of PPT).
  • The order of gaining facilities will be based on the most recent decision lens agreement, processed and posted **.
  • Gaining facility Trainee to Total Controller ratio target is less than 30%.
  • Releasing facility must be at or above 85% current % CPC to target and at or above 85% projected % to target.
Round 2:
  • Releasing facility must be an ATC-4 through ATC-7 that is currently at or above 100% Current % CPC to Target, and their Projected % to Target is also 100% or above.
  • Releases will stop once a facility’s projected staffing average drops below 100%.
  • The order of gaining facilities considered will only be from the ATC-8/9 facility with the lowest projected staffing average and work up the list from there.
  • Gaining facilities may be filled until selections reach a projected staffing to target of 100%.
  • The gaining facility Trainee to Total Controller ratio target is less than 30%.
The panel reserves the right to address extraordinary circumstances on an as needed basis.

Releases:

All release dates will be as follows:
  • Category 1 - PP13 (June 5, 2022) through PP19 (August 28, 2022)
  • Category 2 – PP20 (September 11, 2022) through PP06 of 2023 (February 26, 2023)

Ask your ATM. They should have gotten an email about it. Not sure if every facility is doing it this way or just ones that have the staffing.

Does this mean- below the National projected % to target( Column AA) needs to be at or below 85% as well?
Projected needs to be at or below the projected average. I haven’t looked it up recently but it’s around 90%.
 
So let me get this straight, we no longer will use the national avg for releasing and use 85%? So if your below 85% and above national avg, you can’t release to a 10-12?

I can't remember off the top of my head but that sounds in line with recent panels, yes? And actually wasn't the last one requiring AOA 100% projected? Maybe that was only for Round 2.

Why would they stop a facility that’s 105% staffed from releasing to one that’s 90%. Just spite?

Three uncertain things from this

Facilities designated as gaining or releasing? They can’t be both? Example is ATL and PCT releasing and gaining the same round the last time

Round 2 is only to level 8 and 9 facilities? I can’t go from my level 5 to a level 7 in my hometown?

Round 2 “may” be filled up to 100% staffing. They might not at all?
 
IIRC, facilities do have the ability to gain and lose in the same round unless there have been some substantial modification of the rules (lol) since 2020. I know I90 and A80 were able to do this.

Right, so if you fall within 82%(current national avg) and 85% your SOL.
