You can but people have been forced there. When I was at the academy they forced like 3 people in 1 class. But a lot of the volunteer picks isn’t even where people want to go. It just is better than their official options. The whole system is broken. What we know for sure is some or most of these people would have taken Oakland from day 1 and currently would be CPCs at ZOADon’t you volunteer for ZSU though?
