So after reading all the info from this thread, I’m kind of curious, does anyone know why places like N90, C90, and PHL are still 1,2,3 respectively on the priority NCEPT lens agreement if none of them plan to pick up on the panel? Why wouldn’t they just take them off and put other facilities higher that actually participate?

Just because they are not picking up NCEPT currently doesn't mean they still aren't facilities in great need.
 
Is this actually happening today? There has been very little chatter or any confirmation from NATCA or FAA from what I have seen.
