You can’t change the CBA at the convention. They were debating forcing the union to support removing ingrade/downgrade and then it was amended to also include supporting a change to any facility pay level. I don't see a problem with doing 15 years at a Z and then being able to go wherever you want. It is the FAAs and NATCAs problem we can't transfer anywhere. However it was intended to be written, A124 is being used at Z's in order for people to get where they wanna go. 15 years is a long time to be stuck at one place.
