Okay, running into something else here. The FAQ says that base pay (basic x locality) is "the base number for retirement, premium pays, and some deductions." What are those deductions? My first guess is that if CIP/COLA/premiums don't count for your FERS annuity, then they also don't affect the per-paycheck FERS deduction—is that right?

According to the constitution, NATCA dues are "1.4% of the individual members’ locality adjusted salary"—that sounds like it also isn't affected by CIP/COLA/premiums, or am I reading it wrong?

Again, I know I'm super deep in the weeds but I don't mind that. I just want to make a completely accurate tool for my own enjoyment.

  1. Prior to transfer: Added into current pay, (Per HR, any raises occurred after the acceptance of an FOL will be added onto the FOL salary, if anyone has experienced something different, please advise)

Is the raise added to the basic pay quoted in the FOL as a number or as a percentage? Also, is the new facility's new locality percentage specified by the raise then applied to the entire basic pay?

The way I'm understanding it is, the 2019 "January" raise was 1.4% plus x% locality... so... add 1.4% to the basic pay stated in the FOL, then apply the new facility's 2019 locality % to the recalculated basic pay? Is that correct?

Yes, if the FOL was already issued when the raise went effective. If not, the 1.4% would raise your current salary.

I have a question and possible likely scenario. Currently I am cpc at lvl 12 and trying to ERR to lvl 10. I still have 20 years left in my career. I would fall in-between the lvl 10 pay band and keep my base pay, but would cap out in approximately 5 or so years at lvl 10. If at some point down the road I wanted to transfer to a lvl 11 it says I would get an 8% raise but that would put me over the cap of a 11 so I would get 0 raise according to the Note: portion of that post. In other words, I would have to transfer to a 12 not an 11 and then I would get the full 8%? Am I reading this correctly?

First off don't look at base it's often confused on here. Look at your basic in eOPF and put that into the basic bands without locality. If you have 20 years left then yes your 12 basic definitely fit in the 10 band. So you'll save basic pay on transfer. Then if you went from that 10 to an 11 you'll get 8% basic raise (4% on the go, 4% on checkout) unless it puts you over the top of the 11 band. You always stop at the top. So all the math is done with the basic pay numbers and then locality add on is the last step. So you can go from a 12 down to a 10 and actually get a base salary raise if you're moving into a higher locality area. And conversely, for example, say you went from SFO tower to a 12 with rest of US locality you'd get an 8% basic raise and it would still translate to a monster ~23% paycut even though you went up 2 levels.
 
I shouldn’t use the word base, I meant my basic pay. I think the “Note:” portion that is written is just a bit confusing to me. For instance if you were to use today’s numbers, let’s say your basic pay is maxed out at lvl 10 at 135,499. You accept ERR to lvl 11 which results in 8% raise total to basic which would be 146,339, however the lvl 11 max basic pay is 142,610 currently. According to the “Note: Employees whose Basic Pay exceeds the payband maximum of the new facility will not receive the percentage increase; their Basic Pay will remain unchanged.” I understand to mean you would not recieve any raise then to your Basic Pay. Or do you think that means you only recieve up to the maximum and no further?

Ok so I’m june the raise within the band is paid kinda like a bonus if you are at the top of the band already? What % is it usually

whatever the % raise would have added to your yearly salary. 1.4% @ $100,000 = $1,400 payout

Did 12-10-11. Hit pay cap at 10, and then transferred to 11. Couldn’t get whole 8% due to cap, so I got about 6%. Half on go, and half after. Still get a raise.

Can someone shed some light on what happens when you ERR to a same level facility but with a substantially lower locality? For example, new CPC in a northeast tower making 80k, err to a midwest tower where the top of the band is 90k, how is the transfer pay calculated?

Your base pay doesn't change and you get the new locality. So in your example you'd be taking a pay cut because of the lower locality.

Base pay includes locality. The gist of this answer is correct. The phraseology is basic* pay doesn’t change but locality does, resulting in a base pay pay cut
 
Can someone better at math help me understand this? My leave and earning statement says that I am making $88,659 a year. It also says that I earn 42.48 an hour. Those two don't match assuming a 40 hour work week???
