Also, in terms of staffing 9 and belows to 100%. I've gone up and down the ladder without a concrete answer. In terms of the last panel, BUF could pick up "0" but they were above the national average and below 100%. They did end up getting 1.
Best educated guess is if people are still eligible after they've exhausted the eligible spots from facilities below the national average, they will then be looked at to staff 9 and below facilities to 100%.
My advice for anyone who thinks this could apply to them. Be prepared with a grievance if

A) Your facility was still Cat I or Cat II after the completion of the NCEPT and you weren't looked at for 9 and below facilities between the national average and 100%.
B) Your facility was still Cat I or Cat II after the first NCEPT pass and someone else at your facility got selected for a 9 or below that was lower on the priority list then one you had in for.
The original rule change to staff 7s and below to 100% after the standard NCEPT required you to be Cat 1 or 2 still. And then they changed the rule to include 9s and below and never mentioned also changing the requirement for the losing facility from Cat1/2 to "Green". Green is a much looser restriction because it allows you to be ~5% below natl avg.

This is what no one could give me a direct concrete answer on since some green facilities are not Cat I or Cat II. I just can't see them running the NCEPT, then allowing people who aren't at Cat I or Cat II facilities to move to 9 or below facilities below 100%.
Ex. CAT II facility, can release 1, 2 have ERRs in to LAX. First one goes, 2nd one can't, but facility is still 'green' so at this conclusion of the NCEPT someone else gets to go to a 9 or below instead of filling the 2nd LAX spot... Just doesn't make sense.

Agreed. Wouldn't it be great if they made the requirement green instead of natl avgerage. Imagine all the movement.

I also agree. It doesnt make sense but damn am I hoping just "green" is all it takes.

Also it could be to try and pump the 8s and 9s full of bodies so those facilities can release people and get out of limbo. Because the shared goal for NATCA and FAA is to fill the 12s those 8 9 10s and not 6s.

Would be great, it should've been something like that from the get go. I actually hope it's simply green for 9 and below, wouldn't be a big stretch to do that for everything soon.

3.5.5. Consideration of ERR requests will generally occur up to the projected CPC AOB national average percentage. However, requests for transfer to Facility Pay Level (FPL) 9 and below facilities will be considered up to 100% of the projected CPC to target percentage after all other ERR requests have been reviewed. The NCEPT panel may expand consideration up to 100% to include additional FPL facilities.

so you don't need to be in category to get considered for 9 and below? Up to 100% projected staffing?
 
Just saw DD at my usual lunch spot... He told me who called about me and NT... Another facility called also called the other day.
haha I know I was going to wait to see if anybody else called before I got your hopes up. I going to sabotage you though..
 
So how does this manager ranking thing work that came out today? All the managers are given the list of names that err'd and they rank them? Is everyone's name that applied and cat 1 or 2 on the list or who chooses who is on the list? Can someone be on two different lists?
 
If a facility is eligible to gain they will be provided a list of "eligible" names that have ERRs in. You can be on as many lists as you applied to, and that are selecting people. Managers will rank. Sometimes facreps. Sometime OMs. Your facility must be able to release for your name to be included.
 
Can someone explain to me how the PPT will be updated after each selection? Like is the facility priority changing after each selection too?
