Looks like a D3 at AVP is ranked #1 at both EWR and TEB, above a bunch of CPCs. Didn't even know they could do that.

They can rank em however they like but I'm pretty sure at the panel, they are considered last after all the CPCs.

Edit: Guess I was wrong as it appears the D3 from AVP was selected at EWR.
