So if my facility is 0 possible gains, and 0 possible losses, and category none - does this mean we aren't getting anybody and nobody can be released?
 
Has anyone paid attention to the correlation between being Cat 1 or 2 and being able to still pick up a body on past panels? On this priority everyone thats Cat 1 or 2 can select 0. Has it always been like that? Don't get me wrong, it certainly makes sense that way but I was thinking since the formulas are so skewed towards core 30 tower onlys that there may have been a few instances before where they could both release and gain at the same time. Could be wrong. Don't remember.
