3rd Quarter 2017

As we're talking about transferring it's more so directed at the people who were already placed at smaller level facilities and have been for years, it's completed different if rules are in place prior to starting in the agency.

That's great you feel that way about terminal, others do not.

yeah, there are positives and negatives to both ways, but it's obvious the current way doesn't work! Hope they come up with some kind of solution!

Sorry to be stupid, new to the whole transfer process since the new NCEPT stuff. Do those priority lists mean they will staff those top facilities fully this panel? Basically I am at a facility in the top ten, trying to move to another facility at the top ten that rarely has openings. Since they are so high up this necept, does that mean they will staff all 4 openings and I'm screwed for not putting in this round?

Only facility that can release someone in the top 10 is ATL. Yes all 4 of DEN's spots will be filled this panel.

I agree with @breakaway, it seems like a fix but it would also create other issues. And your facility level doesn't 'necessarily' correlate to degree of difficulty, it correlates to your salary. But they certainly have to figure out a way to staff the 8-9-10s that are hurting.

I'm at a 4-7 facility and there are plenty of us that want to advance to an 8-10 facility (and some that want to go even higher), but because we haven't received people from the academy, or previous experience people, we don't have anyone to fill our shoes if we leave so we're stuck and can't release anyone. It's ridiculous. My opinion, keep filling the 4-7s from the academy so the rest of us that have certified at a bottom level facility can advance our careers. When people say, "yes, it's possible you'll be stuck at that facility your whole career.." something is seriously wrong with the system. Not to mention, some of us had academy lists with all 5's and 6's so we weren't even given the opportunity to start higher up like others. I think it would be a shame to make 4-7 facility people have to go to an 8-10 before an 11 or 12. If they want to make that leap, they should be permitted to. Just my 2 cents.

Preach.

So without a cap... Whats to stop every single person that gets there to "fill your shoes" from putting in to N90 and top priority 12s and block you from going to a 8-10...

Edit. This is why I think there should be a minimum CPC at facility time before ERR can be filed.

Yeah no kidding. Plenty of people at your facility have been waiting to go for years - to the recent hires/transfers in, I say DO YOUR TIME like the rest of them or at least stop advertising that you're going to leapfrog them all with a shitty smirk on your face
Blame the system for people not "doing their time". Block people from moving and they'll go where they know they'll get a release to rather than getting stuck somewhere

1 year CPC before eligible for ERR is a no brainer. 100%. There's no shortage of ERRs. Only a shortage of ERRs that are valid. Restricting new checkouts from leaving immediately will have 0 negative effect on the movement in the system as a whole.

There needs to be a way for facilities to let people go in some reasonable order. People who have been waiting longest get to leave first would be my suggestion. That totally throws the priority list out the window but it's generated by morons anyway

Why is it advantageous to penalize people just because someone who never bothered to file paperwork or wanted to ERR under the old process decides they want to all of a sudden?

In all fairness, this is what I miss most about the old process, not necessarily that there was a strict 1, 2, 3 order, but (unless your FLM would just lie for you) you had to be a good controller and a decent human being to get selected. Seeing people you'd rank near the bottom of ability being selected for facilities they have no shot at certifying at solely because the facility had more slots then ERRs is a tough pill to swallow. Before you'd get a call "Can this person certify here." ..."absolutely not, here's why" problem solved. Having individual facilities continually having bids and picking up ERRs when they needed allowed for the creme to rise to the top far faster then the NCEPT will.

I mean, because they've put in more time, likely trained more replacements, and given more to the facility they're leaving? My solution isn't perfect but I seriously doubt you're going to find something that pleases everyone here.

If anyone is wondering why the "gains" column does not reflect the staffing nines and below to 100%, here is the excerpt from NATCAs NCEPT page. They will only be moved from green facilities, CAT 1, at the conclusion of the NCEPT meeting. So after the normal moves and hopefully after swaps are considered.

"Staffing level 9 and below facilities up to 100 percent projected — The NCEPT decided to adopt the process where the panel will consider additional movements between “green” facilities at the conclusion of the NCEPT round so as to try to staff level 9 and below facilities up to 100% projected CPC/target"

I had been wondering this... Thank you!
