I was curious about this because I have heard strong reports from multiple sources that I am being picked up, which I guess would mean I am on the top of the ranking list. But whether or not I actually get an offer would depend on the program.
Now you got it. Given how few centers are eligible ZID will obviously be on the top of any other center list. As far as you getting to ZOB, it will depend on how many of your co-workers put in for ZTL ot ZJX.

Are enroute and terminal handled entirely separately? What if somebody from ZID wants to go to a tower that is higher on the list than ZOB?

It goes by priority number. Center or terminal matters not. Managers can rank however they want. To NCEPT one facility is the same as another.
 
so my facility was eligible to let 1 person go, does this ncept setback mean we won't now because it would put us below the national average?
