The goal is to reward PAC contributors with level jumps and desirable moves.So at what point are we not going to be subjected to the constantly changing rules? I vaguely remember reading/hearing someone say that one of the people in charge said "the goal is to get everyone above 85% and then let people move to where they want to go". Is there any truth to this?

Lebovidge makes up whatever he wants and doesn’t care what members think anyway so...Being completely honest, I doubt even the NCEPT panel knows.
I don’t think they will ever go back to that, what that caused was major movement, but it made the CPC national average go down every month as so many people were now CPCIT. What that did was lower the bar for release as the averages were down, and it causes even more avalanche of releases. They then came out with training initiative to get people trained and full CPC again, but Covid slowed it down.
