Its worse for non-academy sourced facilities who are at or near the now-old 85% release threshold. They've become potential black holes unless they're lucky enough to get transfers in enough to get over 95/100%, depending where they want to go.Overall, isn't this better than what we previously had? Eligibility to release/receive seems better (or at least the same) and for those facilities that are 95%+ after the new numbers, you have the "new" swap system as long as you don't mind staying within the same facility type.
But the thing is, they are basing everything off this new TSL which at implementation is the current cpc staffing to target which I believe with these new numbers is somewhere around 87%. Non academy sourced placed can only pick up to the projected TSL. So these high level terminal facilities can select up to 87% projected, but they need 95% actual staffing to release. In other words, no one is leaving a high level terminal fac based on release criteria. This is an attempt to equally lift all of these boats with a rising tide but I am highly skeptical that places large tracons with shitty staffing are going to get much better while at the same time, making desirable places with decent staffing now get worse in the future with their inability to pick up. You’re right, I didn’t think about that. Since my non-academy sourced facility is currently projected in the mid 90s, we can’t pick up anyone, and we can’t release anyone besides maybe one primary release when our actual staffing is above 95% (I’d have to do the math for the dropping below 90% restriction), so we’re basically frozen until the TCL makes its way to ~100%, which may not be for years. 7 of them are below TSL currently.
