September (Q4) 2019

- Apply NCEPT SOP paragraph 3.5.5 as follows: Consideration of ERR requests will generally occur up to a projected CPC to target of at or below 85%. ERR requests above 85% of projected CPC to target will be considered on a case-by-case basis. Requests to transfer to a Facility Pay Level (FPL) 9 and below facilities up to 100% of the projected CPC to target percentage will only be considered for extenuating circumstances after all other ERR requests have been reviewed. The NCEPT panel may expand consideration up to 100% to include additional FPL facilities. A facility will normally not be considered to receive employees if the ration of CPC-IT/DEV to total number of controllers is at or above 30%.

there it is. Its not Trainee/cpc ratio, its trainee to controllers. That means total bodies, not just certified bodies. if a facility has 10 trainees and 30 cpcs, the ratio isn't 33.3 percent, its 25 percent.

Bos shows 5 on the facility status and priority, but 8 on the PPT. 8 gets them to target, 5 gets them to a cpc/controller ratio below 30 percent.

5 gets them to well above 85% projected tho.

All the talk above seems to be 85% AOB for selections. What about releases. Are releases still based on National Average, or now required to be 85%?

The staffing numbers didn’t look different today but the priority order changed. All the CAT 1 zero gain facilities aren’t first any longer.

I checked first thing this morning and then an hour later it was different. Hopefully the list doesn’t change from where it’s at now.

Can you check DCA, BWI, NCT, and PCT when you have a minute? Thanks!

So is there an official pecking order from a facility where people want to leave?

For example.... will they take CPCs first, CPC-ITs then DEVs?

What is the CPC-IT wants to go to a facility 1-5 on the priority list and CPC wants to go to a facility 100-105 on the priority list and the losing facility can only lose 1 person.

If one can go who goes?

G/L
DCA - 2/0
BWI - 2/0
NCT - 17/0
PCT - 6/3
My impression was they would pick up people until they were at 85% or higher for projected. (In that case DCA and BWI would only get 1) Hopefully I'm wrong though

CPCs are considered first. Trainees of any sort are considered last... Well just before swaps I think.
