Article 124 section 7 states :

" If a priority placement status candidate is not placed in the vacancy, the Agency shall prepare a written narrative statement listing all
reasons for non-placement. The Agency shall submit such written narrative to the employee's Service Area Director with a copy to the
employee and the Union at the employee's current facility within seven (7) days of a non-placement determination. "

so if a placement is made a the selected facility under NCEPT this doesn’t apply for the A124 applicant ?

Why would placements be made via NCEPT that supersede A124 ??

What’s the point of A124 if it’s completely disregarded when NCEPT placements are made?
You don't have to wait for an NCEPT panel for A124. If your case is valid and there's a vacancy then it should be approved outside of NCEPT.

Ncept was never made for employees but for the employer. When you read about ncept it explicitly states that it is there for the health of the NAS. If all facilities were well staffed, then maybe they would look at A124. But that will never happen with how AG placements happen. And regardless, after putting in 15 years at a facility, your roots are prolly set and most people wouldn’t want to be retraining at that point in their career anyway.

After not hearing anything for a few months my rep started asking and was told it doesn’t meet the qualifications…. Then a few months later when I still had not got an official written response from the agency my rep filed a grievance…. The grievance was sustained and I still have yet to hear anything. If you think a124 is going to make waves your mistaken.

"Bonafide" (lol) A99s are executed. They're executed constantly around the country. Not receiving the proper documentation from the Agency about an A99 denial is unrelated to A124. Valid A124s are executed. A124 is much more cut and dry. 15 years certified in a 10-12. ingrade/downgrade. vacancy.

If two people are picked up from a facility, and we eventually have the option of an earlier timeframe, and only 1 can go early how is it determined? Is it solely based on which facility was higher and picked up first?

If they were selected to 2 different facilities then whoever was selected first in the draft gets the first opportunity at CAT1 or reduced release time in this case. If they decline then it goes to the next person.

That’s what I thought I remembered reading a few years ago but it had been awhile and I wasn’t sure.
 
Great question don't listen to any of these assholes. Everything has documentation. That being said I forget, it's probably in the QnA. There's an NCEPT SOP and a NRP MOU and relevant contract articles and a PPT QnA etc. All full of answers.
