This may come off the wrong way (pompous/egotistical), but you don't go to high level approach facilities to learn to do air traffic. You go to high level approach facilities to perfect air traffic based on your own ability. If you're showing up here without knowing separation rules, an understanding of how to appropriately apply speed control, how to build gaps, how to hit gaps, how to hold gaps, how to work a frequency so there is little frequency congestion, etc. there isn't enough time or resources to teach you everything you need to know.

I didn't take that as you being pompous. It was an answer to my question and I appreciate it.
 
Anyone know where permanent FLM bids are addressed in the MOU? All I can find is temporary bids. Rumor is my facility is gonna put one out since we are short FLMs and I'm wondering if they can pick from us even though we are below national average. If so, then there definitely ain't gonna be any movement for the rest of the year, maybe even into middle of next. Kinda like picking from Peter to pay Paul.

You'd have to get a wavier approved in order to select from a facility below minimums. Seem to be 50/50 to getting approved.

Your facility will be able to select anyone they want including someone from a low-staffed facility, but if it's someone from a facility that's neither Cat 1/2 (including your own), then a deviation will need to be approved to send out a TOL/FOL.

I'm guessing this is the reference. 12 b and c discuss the waivers.
  1. An employee from a facility that does not meet the criteria established in paragraph A of this Section, but has been selected in accordance with the MPP process, will be issued a release date utilizing provisions of Section 12 B or C.

 
Here's some fodder for conspiracy theories...
I've been told out of the 141 selections this panel 34 of them were local natca officers
A buddy and I were just discussing that.

If you break that down based on number of unique employees on the panel, 7.8% of employees considered were Natca officers, yet they picked up over 24% of the selections.

Out of curiosity, do you guys who got TOL's know how many people at your facility were passed over this round?
Two from mine also had ERRs in but I was chosen above them so they were not necessarily unfairly passed over just got locked out once I was selected since we were only eligible to lose one

Was the facility you put in for above theirs? Or same facility?

Yeah. I got picked up at ZTL and the other two had ERRs in to Little Rock, Albuquerque Tower and Albuquerque Center. I also had in to a few other facilities but got picked on the #8 priority ranked one so the others became void.
