Do your ATM's have to discuss a release date before you get your TOL?

No my ATM has been out of town last few days but I got my TOL yesterday. TOL says report date is to be determined and will be included in FOL. Just has you accept or decline the position and lays out how the 50% on the go and 50% after cpc works to include starting pay. Also says what category release you are so for me it just says anytime within 12 months no later than 8 July 2018. I am hoping to negotiate a November release or May next year
 
As far as timelines go...
1. TOL received - sign and return
2. Negotiate release date with ATM - Date is sent to HR
3. HR sends FOL

You are not considered a committed outbound on the PPT until an FOL is signed. Around 50% of people did not have this accomplished a month after the last panel. This means your staffing % looks better then it really is and priority placement lists are not updated to account for you leaving.
Long story short, if you like the people you work with, get your paperwork done quick. If you don't, you could be preventing a prior experience new hire, nest, or academy grad from getting to your facility and helping a co-worker get out next time.

Im not sure this is true.
Doesn't a TOL generate a placement list outbound? Placement list outbound and Committed outbound hold the same value in your facility's proj formula.

TOL does not. You're not a committed outbound until you have a firm date. You'll see on the next PPT that is run, a lot of the selections will not show up as a committed outbound.

Yeah I'm not saying a TOL generates a Committed Outbound. I'm saying it should generate a Placement List Outbound. And a Placement List Outbound is a different column that I am certain holds the same value as the Committed Outbound column does. But I don't have the confidence in the Outbound SWB entries to continue with this debate. I haven't studied them closely.

JNU is a highly seasonal facility, as in, we run 90% of our yearly traffic count in four months, then the other 8 are extremely dead. If what y'all are saying is the case, it doesn't seem unlikely that my ATM would have an issue releasing me during winter. Couple of our regional heads have already commented on getting more academy grads for us after two of us were selected.

You're correct, you could be released in a month if you can negotiate it, your ATM simply can't hold you for more then a year.
Get that date! I think I'll be over there around Nov.

Second question regarding the ATM releasing you:

Is it something that they(ATM) have to meet certain guideline numbers for to be eligible to release you? Or is it simply if the ATM feels like the facility could lose you?
 
Additional question. If we hypothetically had 3 releases and the highest priority was a cat 1, and the other 2 were cat 2, could we negotiate a different order of release.
 
I've got a new idea to get picked up at a 12 tower. On your rating of air traffic and resume and list your facility as a level 5, instead of 8/9/10. This will bump you right to the top!

It's entirely up to their discretion. For instance, our staffing number is inflated. Way more then we'd ever need so they can be more liberal with regards to quick releases. Realistically, unless your release caused an undue amount of overtime and your ATM is reasonable, you shouldn't have an issue getting out early.

Absolutely. Your ATM just has to release you inside of those time frames. Your cat 1 could take a 6 month release if they wanted and the cat 2's could negotiate a 3 month release.
 
Your CAT one release can only go to six months at the employees request, not the ATM. The ATM has to provide a release date within three months if the employee wants it.

For CAT two it has to be within one year. Your ATM can make it take the whole period or decide that they can lose you at any point earlier. It cannot be longer than one year though.

Only thing it helps is current AOB. Projected already takes the hit when they get selected and accept. So if you don't get replacement trainees before they leave it doesn't matter in the slightest. Process favors the lucky few, not the rest of us
