I thought locality did not count towards retirement. So a 12 is a 12 is a 12.
 
Locality pay is calculated in to your annuity when considering your three highest consecutive years of service.

I certainly trust RobertB, it's just funny the slate book defines pay as...
b. Base Pay: Employee’s pay rate including applicable Locality Pay adjustment in effect. c. Basic Pay: Employee’s pay rate excluding applicable Locality Pay adjustment in effect.

Then everything I find online says FERS calculates your high 3 based on basic pay but they usually add the caveat that locality is included.

There is one coming up, in PTC, I'm planning to attend. It is almost impossible to get leave approved prior to a shift actually beginning. The information I posted was based on OPM's website and talking to guys who've actually submitted their paperwork and/or already retired.
 
For anyone interested, the last weekly minutes talked about a target bid for Guam that will be up shortly. It mainly stemmed from Guam being so high on the NCEPT priority list, but an ERR transfer 'might' not be privileged to all of the benefits that Guam typically gives, housing allowance, government housing, return rights, etc. The targeted bid would guarantee those rights.

Thanks. I planned on calling Monday and asking the powers that be if my ERR will get all those benefits, and if not to pull my ERR paperwork.

How did you pull your ERR? Asking for a friend...

Call the HR of the region you submitted it to. I did this for the December panel. I asked for it to be removed about 2 weeks before the panel met, which I was told was about as close to the panel date that this would be allowed. I had to put the request in writing as well too.

Depending on region sometimes you can email the HR rep and they will reply when removed and shredded. I faxed a few in last quarter and got an email response from the region so I just emailed her when it came time to remove two of them.
 
We are waiting on 1 certification to be eligible for this June. When is the last day he has to certify by? He is days away from certification.
