Same as for anyone else, you get whatever the % increase is.
Oh ok, when I was a developmental. The gave it in a lump sum. Instead of increasing my overall salary.
Average of 4.6%. Essentially 4.1% then whatever locality raise is.

June is lump sum if you’re not in a band or at the top of the band aka AG pay.
January raises increase the entire band no matter what band you’re in.

yes a 5% paycut in purchasing power, likely more
It’s for your benefit because however many raises you get as a dev you still would only bump to the bottom of the band when you certify. As a cpc it you got a raise based on the difference of your old and new facility and you’ll get roughly the same increase when you cpc. You already exist in the band and can get raises without fear of them being “pointless” when you verify.

if you don't get a raise higher than inflation, you get a paycut. i see where you're coming from
