From my understanding.....it hints to that facility actually needing people since they can't release anyone. I would look at the gains to national average column and their priority as far as determining your chance. You have to remember the other possible variables like people that put in for that same facility and more importantly the people at your facility who put in for places with higher priority. Lots of variables. But i am no expert, just did some researching.If I'm at a CAT 2 facility and the facility that I want has no category, does the no category mean they are at their staffing levels and I have zero chance of getting picked up?
