Instead you get some bullshit lottery/raffle system with rules that take up 18 pages. Would be wise of them to post openings, have candidates apply and interview all candidates interested in a posted position. Then work from the top down on who can get released or receive a deviation or whatever. That’s how you get best qualified candidates for roles. Not a lottery or winner bids worst spot system.

Do you have any ideas for how to make this process better than some random lottery system or are you just here to talk shit?

Every job in the public sector has an application, interview, and selection process. But for some reason ATC needs to be treated differently.
