Nobody answered me before but I'll give it a shot again: does the panel change facilities releaseability during the panel? As in, if in Round 1, someone is picked up to come to my facility, bringing us above the nat'l avg, would we be releaseable in the 2nd round?
At the beginning you are a releasing or gaining facility. It’s fluid to releases and gains but you are deemed a releasing or gaining facility from the beginning. But dynamic decisions.

Nope. If you can’t release at the beginning of the panel you’re SOL
 
In round 1 do gaining facilities keep picking up until they hit the projected national average? if they don’t when do facilities stop picking up in round 1? Also what is the current projected national average?

Clarification please. Our facility is eligible to release 2. According to reply #183, we are eligible to release in round 1 and round 2. Does mean:

-If only 1 is released in round 1, we cannot release in round 2.

or

-If 1 is released in round 1, 1 can still be released in round 2.

or

-If no release in round 1, we can release 2 in round 2.

The numbers are fluid. So if you release in round one, you need to still be eligible to release in round 2 per the rules.

Your numbers don’t lock from the beginning and stay that way
 
Do all the managers get to see a large manager ranking list, are they all submitted separately, or does anyone have insight into this phase of NCEPT?

I don’t know if it’s true and I have no sources. But I believe if you can release, all managers rank you independently. Then when the NCEPT data gets executed from the priority list is the main ranking list. So for example you can be rank #1 at ABC and DEF but if DEF picks first then you’ll go to DEF even though you were also #1 at ABC

That's kind of the thought process I had. Independent lists, then the NCEPT group goes through and picks, removing you from any further lists down the line since obviously they know the selections all the way through. Makes sense.

Any manager who can pick up and rank individuals can also look at other facility ranking lists. They can and will use that to decide where to rank you. I’ve been contacted by FacReps and management asking which facility I actually wanted etc.
 
The projected national average (AA) has been above 85. Rules for releasing are still 85 and above unless it's been changed with letting BUEs know.
 
I doubt anything has changed last minute. Nothing was sent out or said
