The official answer is no. They go right down the list with 0 discretion. But there have been a few instances that on the surface appeared confusing or unexplainable.
The ranking list is the only input recieving facilities have under NCEPT and it's way less effective input than what they had under the old system. Unless they're drafting in the top 10 then it's a similar level of input as the old system. But I think they're trying to atleast maintain some level of control for the recieving facilities.
Ok, I hope you're right. I made the list for a facility and am within the number they are selecting.
 
If your facility is eligible to release and their facility is able to receive, you're on the list if you put in an ERR. Everyone eligible candidate with an ERR makes their list.
Yea, I'm aware. Like I said, I was ranked within the number they are selecting, so I'm trying to figure out if they ever skip people. Not giving exact numbers, but if they were picking up 10 I would have been ranked at 8. I might have worded that poorly on my last comment. Sounds like they should go with the ATM's ranking. I'm trying not to get my hopes up, though.
 
Chances are you will be selected if your facility is still eligible to release someone by the time the facility you are #8 in your example picks. If your facility can only let say two people go and two people are selected from your facility to places that pick before the facility you are ranked #8 on, then despite being ranked #8 and they need 10, you won't make it because your facility can no longer let you go. In that case someone ranked behind you would be selected if their facility is eligible to release them. Being selected isn't as simple as the manager's ranking list. You also have to take into account the facility being able to pick you before your facility can no longer release anyone. Without knowing where other people are on other lists from your facility, there's nothing you can do but wait and see.
