They have a high trainee to cpc ratio. They can use the MOU to pick and choose who they want with desirable experience.
Oh, I thought everyone that puts in gets picked up with the MOU.

No. A80 had 67 people with ERRs in. If they picked up everyone they could, the trainees would outnumber the CPCs. ZOA took 14 of the 16 they had on file probably because they are a center with capacity to handle all those trainees at once and it's hard to find people volunteering to go there. Most of them had level 10+ experience too.
Not an MOU peep, but no TOL yet.
