This is all up to the ATM at the facility. Barring the facility priority number and if the people they want can still be released the ATM can choose however they want.

Some facilities like to pull from the area as feeder facilities. Some don’t give a crap and want higher level controllers if they can. Some don’t like boys and hire women. Some don’t like blondes and hire brunettes etc etc. (joking about hose last two but not really).
Does being a CPC-IT negatively affect selections or do selecting officials not far as long as you’re high on the manager rankings?

I was told you're ranked differently. Could be false. There's a lot of false flags thrown around.

Could be both. But per the language it’s by the selecting official. ATMs are not bound by it.
They use the rankings to an T unless there’s a CPCIT involved.
 
if you are selected on a USAjobs bid what happens to your ERRs? Can both still be active
Yes. Your ERRs get removed once you sign a TOL for ERR selection. Your ERRs get removed once you EOD at your new position if it’s USAJobs. Should be once you sign an FOL. Might change someday.
